NEW MARKET — Barbara Kirkland moved to Woodstock in the 1970s. She had four kids grow up through the school system, all prepared to get university degrees. Kirkland remembers the Norfolk Southern rail-line being active and is excited about it potentially being converted to a trail that will extend throughout Shenandoah County. |
